Summary of clip: Charlie, a civilian Top Gun instructor, claims that the "Mig-28 has a problem with its inverted flight tank, it won't do a negative G pushover the latest intelligence tells us that the most it will do is one negative G." Maverick and Goose are explaining to Charlie that Mig-28 can do a four G negative dive through their example.
